Give NativeABI an explicit, statically parsable version so PAUSE can index it correctly instead of detecting an apparent downgrade.
Add a release regression test for Perl module versions and CPAN META.json provides entries.
Keep the HTTP/3 engine, application API, and native ABI unchanged.
