Changes for version 0.02 - 2026-04-29

Added richer CLI command set to match README examples: lines/where filters, replace, pick --csv, convert --to jsonl, jsonl filtering, template rendering, and safe rename.
Improved command help output and added comprehensive POD for all implemented commands and aliases.
Expanded CLI test coverage for version, case conversion, CSV pick, CSV->JSONL conversion, and where-filtered line processing.
