Changes for version 0.74

  • Added Pacing
  • Added SSL support
  • Added Time::HiRes conditional support for fractional times
  • Net::IRC::Connection::time -> Net::IRC::Connection::timestamp
    • Hopefully this doesn't break anyone, this was an undocumented access to the IRC 'TIME' command.
  • Updated docs slightly, pointing to new webpage, etc.
