removed dependancy of Perl 5.8.0 of the Makefile.PL

ties a csv-file to an array of arrays

To install Tie::CSV_File, copy and paste the appropriate command in to your terminal.

cpanm Tie::CSV_File

perl -MCPAN -e shell
install Tie::CSV_File
